What class 2 registration means when you hire a builder

The Design and Building Practitioners Act in plain terms, and how to check any builder on the public register in two minutes.

A registered building practitioner is a builder authorised under the Design and Building Practitioners Act 2020 to carry out building work on class 2 buildings in NSW and to make the compliance declarations that go with it. Class 2 broadly means buildings containing two or more separate dwellings, which is most apartment blocks. The registration is held by the practitioner, is listed publicly, and carries an expiry date. Vertex Constructions holds registration BUP0002293, current to July 2030.

Why the regime exists

It followed a period in which serious defects in new apartment buildings became a public issue in NSW. The response was to make named practitioners declare that the work complies, and to make those declarations traceable. In practice it narrows the field of builders who can legally work on an apartment building.

What it means when you are hiring

For an owners corporation, it is a threshold question rather than a preference. If the building is class 2 and the work is building work, an unregistered builder cannot lawfully do it. For a homeowner building a house, the registration is not required, but a builder who holds it has been working to apartment-grade accountability, which is a reasonable proxy for how they document and supervise a job.

How to check any builder in two minutes

Search the builder's name on Verify NSW, the state's public register. You can confirm the contractor licence number, its status and expiry, the building practitioner registration if they hold one, and the home building compensation certificates issued under that licence. Those certificates are effectively a public list of the residential jobs a builder has insured.
